Purpose of the job
To plan, manage, coordinate and implement transverse systemic and inter-grated consumer research within the consumer market environment.
Key responsibilities
- Conduct specific assigned research
1.1 Plan the research to be conducted
1.2 Design a form to be used on the research when gathering the information
1.3 Distribute pamphlets/forms to clients with a view to fill them and provide the Commission with feedback.
1.4 Assess the information received and find out the gaps
1.5 Provide the information to the analysts for further analysis - Identify areas of research and develop initial policy position papers in conjunction with analysts
2.1. Prioritise all the issues in the Commission that warrant a research
2.2. Develop norms and standards for the development and initiation of policy position papers
2.3. Invite comments from various Divisions within the Commission with a view to enrich policy position papers
2.4. Compile a policy position papers for approval by the Commission - Monitor all research activities within the NCC
3.1 Develop guidelines to be used when conducting the research
3.2. Monitor the research conducted based on the guidelines
3.3. Identify gaps for further analysis
3.4. Provide summary and analytical research reports - Review legislation with regard to Consumer Act, and highlight inconsistencies
4.1 Asses all complaints received from the Consumers and various Divisions within the NCC with a view to identify gaps
4.2. Analyse all the complaints and identify loopholes in the Act
4.3. Liaise with Legal Division in areas that demand the amendment of the Act
4.4 Review the Legislation in conjunction with the Legal Division - Conduct research on the impact of the economy and sectoral problems
5.1 Analyse the sectoral problems as emerged
5.2. Analyse the impact of all the programmes of the NCC on the economy
5.3. Conduct the research on the impact of the economy
5.4. Compile the report on the findings thereof. - Implement strategies, policies, protocols, norms and standards in order to realise the intended outputs
6.1. Implement research strategies, policies, protocols, norms and standards for the division, including consumers and industry
6.2 Provide general advice on research within the NCC and the stakeholders in line with the policies
6.3 Direct the allocation of resources for programmes deliverables and monitor all aspects - Risk Management
7.1 Identify risk areas, and implement mechanisms and processes to mitigate possible risks
7.2 Report monthly on progress made with risk mitigation
7.3. Handle cases as per relevant policy directives and best practices - Stakeholder Management
8.1 Liaise with relative role players in the consumer market environment
Minimum Qualifications: Postgraduate Degree in Human Sciences with Economics and Research Methodology as Major subjects ; Matric and EB driver’s license.
Minimum Experience : 6 years management experience in the private or public sector.
Training: Computer Literacy: MS Office Package, and Knowledge of the Regulatory Framework and Project Management
