The Minister of Trade, Industry, and Competition designated Mr Hardin Ratshisusu as the Acting Deputy Commissioner and Acting Commissioner of the National Consumer Commission (NCC) with effect from 1 May 2024. He is also the Deputy Commissioner of the Competition Commission since 2016.
He actively participates in international fora such as the OECD, BRICS, UNCTAD and ACF.
He holds a BCom (Honours-Economics) from the University of Venda, MCom (Economics) from the University of Witwatersrand and a Master of Business Leadership from the University of South Africa.
He has completed the PURC/ World Bank Training Program on Utility Regulation and Strategy with the University of Florida as well as the Senor Executive Program for Africa with the Harvard Business School.
Ms. Mabuza joined the NCC in 2014 as Deputy Commissioner. She acted at the Commissioner from June 2019 to April 2024. She was responsible for operations and led in the repositioning of the NCC to deliver on its mandate. Her novelty led the NCC to successfully, start to refer and prosecute matters at the National Consumer Tribunal, launch its first newsletter and host the first commemoration of World Consumer Rights Day in South Africa.
She also plays a significant role in advancing collaboration amongst consumer protection regulators and authorities in South Africa as the Chairperson of the Consumer Protection Forum. She offers the same zeal and advice on consumer protection issues in the Southern African Developing Countries (SADC) as the chair of the SADC Competition and Consumer Law and Policy Committee’s Consumer Policy Working Group. She has also contributed to the advancement of consumer protection frameworks within the OECD and UNCTAD.
She is a consummate administrator and seasoned executive. She holds a Bachelor of Education in School Management, a master’s degree in Public Policy & administration from Jackson State University (in USA), a Programme Certificate in Project Management from the
University of Pretoria, and a Certificate in Executive Leadership Development from the University of the Witwatersrand (Wits Business School).
Mr. Joseph Velaphi Selolo is the Company Secretary of the National Consumer Commission (NCC). He is an admitted attorney and a consumer law practitioner. In this role, he is responsible for planning, monitoring, and evaluation, corporate governance, and monitoring of audit, risk, and compliance management.
Mr Lefu Nhlapo joined the NCC in 2021 as the Senior Manager Finance and Supply Chain Management. He is currently acting as the Chief Financial Officer responsible for the overall finance, supply chain and human resource management functions.
Having begun his career as a Trainee Accountant (Articles clerk) in 2008, he boasts over 16 years of experience in the financial management and accounting environment. Prior to joining the NCC, he has held managerial positions in various public sector organisations.
He is a seasoned professional, passionate about the imparting of knowledge and empowerment of others to ensure the achievement of the desired outcomes. He is driven by the desire to make a difference during execution of his duties.
Ms. Prudence Moilwa joined the NCC in 2011 as the Divisional Head: Complaints and Investigations. Her formidable understanding of law negotiation and administrative justice set of skills led to successful investigations the NCC conducts. She has been instrumental in the development of investigation strategies, policies, procedures, and guidelines for investigations and product safety recalls.
Ms. Moilwa has played a critical role in the successful recall and discovery of Listeriosis in processed meat products, adulteration of meat in South Africa, and other recalls.
Mr. Jabulani Mbeje is the NCC’s Legal and Head of the Legal and Enforcement Division. A result-driven admitted attorney with more than 30 years of experience. He joined the NCC in 2007. Before joining the NCC, Mr Mbeje worked for several state-owned entities, different municipalities, various national government departments, and the private sector where he was ensuring compliance with various laws.
A highly focused, confident, and dedicated lawyer responsible for effective enforcement and prosecution of matters at the Tribunal on behalf of the NCC. His role includes corporate legal services, identifying legislation inconsistent with the CPA, and developing various industry codes and strategic planning.
Ms. Poppy Kweyama recently joined the NCC as Head of the Division: Education and Advocacy. She has more than 20 years of experience in the private, public service, and public sectors combined; three (3) of which were in Executive Management, 10 in Senior Management, and others in Middle Management and various junior positions. She has worked in various roles throughout her career and has accumulated a wealth of experience, expertise, abilities, and capabilities.
She began her career in a Law Firm and moved to the public service in 2002 where she has worked in various areas like Education and Advocacy, Corporate Governance, and Human Resources. She managed the relationship between the Department of Trade, Industry, and Competition (then the Department of Trade and Industry) and its public entities for more than 10 years.
Ms. Kweyama is joining the NCC at an exciting time when the Commission is re-imagining itself. She is no stranger to transformational roles and activities.
Result-oriented and self-driven ICT Leader with over 16 years of demonstrated experience working in the ICT, Regulatory, Government, Insurance, and Financial Services sectors. Enthusiastic about making a difference and adding value to the attainment of the organization’s strategic goals and improving customer experience.
He is a technology-focused specialist who over the years has developed skills that go beyond traditional technologies to accommodate emerging and accelerating digital transformation. He is always monitoring changes in the sector to discover ways in which the NCC can take advantage of the ever-growing sector to improve and develop.
Ms. Ntaba assumed her role as the Media Liaison Manager in 2019. She is an experienced and enthusiastic Communications Specialist with more than 10 years of experience in Media Relations, Crisis Communications, Content Creation, digital media management, and marketing. Results-oriented communications leader with strong experience in developing and managing complex public relations campaigns; spokesperson. She has a proven track record of influencing media and executives and building strategic relationships.
Before joining the NCC, she worked for various entities including national government departments and the private sector.
