NCC 01/11/2025 – INVITATION FOR THREE MEMBERS TO SERVE ON THE AUDIT & RISK COMMITTEE OF THE NATIONAL CONSUMER COMMISSION. ONE OF THE MEMBERS WILL BE APPOINTED AS A CHAIRPERSON 

The National Consumer Commission (NCC), established in terms of Consumer Protection Act 68 of 2008 (CPA), hereby invites applications from suitably qualified people to serve as members of its Audit & Risk Committee. The applicants must be qualified and have experience in any of the following areas: 

  • Governance, Finance or Auditing. 
  • Information Technology. 
  • Business Administration, Law, Forensics or Economics. 

The applicants should have sufficient qualifications, knowledge and extensive experience to serve on the Audit & Risk Committee of the NCC. The ideal candidate should possess (at minimum) the following: 

Qualifications for Membership: – CA (SA), CIA, or any other professional qualifications in Accounting or Auditing. An undergraduate qualification in Information Technology. CISA or other related professional qualifications in Information Technology. Postgraduate qualifications (NQF 8 or higher) in Business Administration, Law, Economics. 

Experience: – A minimum of 10 (ten) years’ senior management experience in the areas of Risk, Audit, Accounting, Governance, Information Technology, Law, Finance, Forensics or Economics. At least three years’ experience in the Public Sector. An understanding of risk management practices; internal controls; legislative requirements in the public sector and accounting and audit practices applicable to the Public Sector. Experience of serving as a Director on a Board will be an added advantage. 

Term of Office and Members Remuneration: – The term of office for members of the Audit & Risk Committee is 3 (three) years after which the Accounting Authority may consider renewal for a further 3 (three) years. The appointment will be reviewed annually based on the performance and attendance of a member. Remuneration shall be in accordance with the 2025 National Treasury Instruction note on Remuneration of Non-Official Members: Commissions & Committees of Inquiry, And Audit Committees. The costs are limited to a maximum of 3 (three) days per meeting which is inclusive of time spent preparing for the meeting. There is a minimum of 4 (four) meetings held per financial year. 

Eligibility: – To be eligible for appointment or designation as a member of the Audit & Risk Committee, the applicant must not: 

  • Be an office bearer of any political party, movement, organization or body of a partisan political nature, 
  • Have an interest in a business or enterprise, which may conflict or interfere with proper performance of the duties of a member of the Committee. 
  • Be an un-rehabilitated insolvent or become insolvent. 
  • Be or is removed from an office of trust on account of misconduct in respect of fraud or the misappropriation of money. 
  • Be subject to an order of a competent Court holding that person to be mentally unfit or disordered. 
  • Within the previous 10 (ten) years, have been, nor be convicted in the Republic of South Africa or elsewhere of theft, fraud, forgery or uttering a forged document, perjury, an offence under the Financial Intelligence Sector Act, 2001 (Act 38 of 2001), or an offence involving dishonesty; or 
  • Be convicted of any other offence committed after section 35 of the Constitution of the Republic of South Africa, 1993 (Act 200 of 1993), took effect, and sentenced to imprisonment without the option of a fine. 
  • Have been in the employment of the NCC within the previous three years. 

Duties 

ARC is an independent body that reports to the Accounting Authority. The overall objective of ARC, as an objective and independent body, is to assist the Accounting Authority and NCC’s management to discharge their duties relating to: 

  • the effectiveness of internal control systems; 
  • the effectiveness of the internal audit function; 
  • the risk areas of NCC’s operations to be covered in the scope of internal and external audits; 
  • the adequacy, reliability and accuracy of the financial information provided to management and other users of such information; 
  • any accounting and auditing concerns identified as a result of internal and external audits. 
  • the institution’s compliance with legal and regulatory provisions; and 
  • the activities of the internal audit function, including its annual work programme, coordination with AGSA/ external auditor, the reports of significant investigations and the responses of management to specific recommendations.
